- Background
The Coordinating Unit of Associations of Persons with Disabilities (CUAPWD), a network of 157 organizations representing persons with disabilities across Cameroon, is implementing the Phase 4 – Leave No One Behind (LNOB4) project, in partnership with Christian Blind Mission (CBM). The LNOB4 project builds on the successes of LNOB3, which strengthened OPD capacities for meaningful participation in humanitarian coordination, resulting in a disability-inclusive Humanitarian Response Plan (HRP) 2024. Activity 3.4.4 focuses on enhancing CUAPWD staff’s project management, humanitarian response, and resource mobilization skills to lead disability-inclusive humanitarian action in Cameroon.
CUAPWD seeks to engage a qualified consultant to conduct a comprehensive staff capacity assessment to identify operational and skills gaps. The assessment will inform a tailored training curriculum, enabling CUAPWD to strengthen its role in humanitarian coordination and enhance sustainability.
- Objectives of the Consultancy
The consultant will:
- Assess the competencies of CUAPWD staff in project management, humanitarian response, advocacy, and resource mobilization.
- Identify operational gaps to inform capacity-building strategies.
- Use assessment findings to shape the staff capacity-building workshop curriculum and facilitate key sessions.
- Deliver a detailed report with actionable recommendations to enhance CUAPWD’s effectiveness in disability-inclusive humanitarian action.
- Scope of Work
The consultant will undertake the following tasks:
- Design accessible surveys, interview guides, and focus group protocols, incorporating disability-inclusive methods.
- Engage CUAPWD staff through surveys, interviews, and focus groups, ensuring accessibility for staff with disabilities.
- Use tools like SWOT analysis to identify gaps in skills and operational systems
- Analyze CUAPWD’s organizational documents and past project reports for context.
- Produce a comprehensive report with findings, recommendations, and anonymized data.
- Adapt the training curriculum based on assessment findings to address specific gaps.
- Lead interactive sessions on project management, humanitarian response, and resource mobilization, incorporating practical exercises
- Collect participant feedback and pre/post-training evaluations to assess workshop impact and refine future trainings.
- Methodology
- Conduct mixed-method data collection (quantitative surveys, qualitative interviews, focus groups).
- Ensure accessibility in all tools and processes.
- Collaborate with CUAPWD’s Humanitarian Inclusion Officer and General Coordinator to validate tools and findings.
- Deliver interactive sessions with presentations, group work, and role plays, ensuring accessibility in all materials and delivery. Use assessment recommendations to customize content for maximum relevance

- Tailored curriculum adjustments, session facilitation notes, and workshop evaluation summary
- Consultant Qualifications
Essential:
- Advanced degree in social sciences, development studies, disability studies, or a related field.
- Minimum 5 years of experience in organizational capacity assessments, preferably with OPDs or humanitarian organizations.
- Proven expertise in disability inclusion and familiarity with IASC Guidelines and UNCRPD.
- Strong skills in mixed-method research (surveys, interviews, focus groups).
- Experience designing accessible assessment tools and processes.
- Fluency in English; proficiency in French and/or Pidgin English is an asset.
- Ability to work in the North West Region context, including awareness of the Anglophone crisis.
Desirable:
- Experience working with OPDs in Cameroon or West Africa.
- Knowledge of humanitarian coordination systems (e.g., UN OCHA, cluster systems).
- Familiarity with WGSSQ and DRG modules for disability-inclusive data collection.

- Financial Proposal: Detailed budget, including consultancy fees, travel, and any other costs (in XAF).
- Two References: Contact details of previous clients or employers familiar with similar work.
- Sample Work: A previous assessment report or similar deliverable (anonymized if necessary).

- Evaluation Criteria
Applications will be evaluated based on:
- Technical Expertise (40%): Relevance of qualifications and experience in disability inclusion and capacity assessments.
- Methodology (30%): Clarity, feasibility, and inclusivity of the proposed approach.
- Financial Proposal (20%): Cost-effectiveness and alignment with budget constraints.
- Accessibility (10%): Evidence of incorporating accessibility in past work and application materials.
- Contract and Payment Terms
- The consultant will sign a contract with CUAPWD, detailing scope, deliverables, and timeline.
- Payment will be made in two installments: 50% upon contract signing, 50% upon submission of deliverables.
- All costs (e.g., travel, accommodation) must be included in the financial proposal.
